You have to complete the cooking quest (the one that requires you to make smoked wolf meat), then you will do it in the 1ts attemp. I did that cause im lvl 26 and dont get bear meat by killing bears, so I bought one from the elven girl.

i lirally failed over 20 times! wtf. thats when i decided to come over here and see if theres a trick to it. hopefully this works. also i think the higher lvl u are the harder it is. i see that ur lvl 14, im lvl 23 :(
