First of all; a time machine? really? Honestly, I could have thought of this. It amazes me that this book was even published because of lack of originality. Second - the CSA would have kept DC because it already had the nice government buildings to use.
I assume the book must explain it better... but why would Lee abolish slavery so early? Slavery was the main cause of the civil war after all. Even though the Confederacy would undoubtably end it after decades of international and domestic pressure, I can't understand why the south would willingly accept an end to the very way of life they had succeeded in protecting.
