The log books were also to prevent a driver from driving to many hours without sleep. The mention of 'little white pills' is the old cross tops as there were called then, Amphetimine, which allowed them to run for days without coming down or sleeping, also the weight stations as many were overloaded past the 80,000 lbs and if you were over you got majorly fined per lb, know that for a fact one of our old comp trucks was 30,000 over... oops...

ICC meaning Interstate Commerce Commission. Est. in the US in via Interstate Commerce Act of 1887 to regulate rail freight and then eventually trucking. The driver in this song is "gonna dodge all the scales all right!" meaning he's not stopping at a weigh station to sync his "log book" with the records. Its a means of checking cargo to stop drug trafficking, human trafficking, and unregulated or illegal shipping.
