Some of you people are so ridiculous. The reason you do this instead of just buying a glowstick is called science. The whole point is applying "science" and figuring out why things work the way they do. We did this in my high school chemistry class literally two days so no, you do not have to be the government to be able to do this.

Hey stupid those chemicals are in mountain dew that's why it works with mountain dew. And you can drink mountain dew because it is mixed with other chemicals that make it safe.
