This is the minimal possible BR for Hells Gate.
To beat this guy:
All you need is sufficient healers and revivers, have a reviver and 2 healers in each union, use attack while healing commands or anything to do with curing at any chance you get, unions on low HP standby and heal, if anyone dies revive them straight away if they don't get enthralled, if they get enthralled then have remaining unions revive them, use both unions incase the enthralled union goes 1st and attacks and kills the one you was using, if cyclops is enthralled then you'll have to use all unions, also if a union hasn't got the option to heal then you may want to have them standby to reduce damage taken, with this strategy it's nearly impossible to lose once your left with hells gate.
This is the hardest boss in a minimum BR playthrough alongside the last boss.
It took me between 10-15 attempts to pull this off as you need alot of luck, my union setup and equipment remained the same for each attempt.
I've never seen or heard of hells gate closing again, he did it with me on turn 4.
If you still can't manage it grind 5-10 BR's and return, assuming your unions are setup right it'll make the fight alot easier.
I made sure i had max of each neccessary item before attempting this incase i did manage it but didn't have enough to beat Jager XD A good place to farm for money (In a low level run) is the dig spot in the water at the end of the 1st part of the Aquaducts, there's 2 giants by the door and some water by the steps, it's there, the mermaid stones or something sell for around 1.3k each and if you get a high chain you can get around 10 in 1 dig, there's also other items that sell for 100 and 700 each if i recall correctly, after 4-5 runs of this i had enough money to max out neccessary items. You need an high dig level to pull off big chains though so to level up Mr. Diggs i dug it the 1st dig spot in the grass at Heroic Ramparts which gives a pretty steady cash flow too but you could find a better place to level and make money.

I made sure each union had a reviver and at least 2 healers, also notice i don't have a 6th leader XD That's because i only had Pagus and the generic troops seemed better than him so i went with them instead, not sure about guild leaders and never checked :P Oh well i'll be picking up spoiler character at the start of disc 2 who would give a massive HP and AP boost :D

As you can see here some of my leaders only had 1 accessory so you could make it slightly easier by adding more if you can find out what they decide to use, every little helps especially in this fight.

360, he's incredibly difficult to beat though, hardest in the game along side the last boss in a low level game imo

where can u see ur battle rank only time i see it is when i level up the rank???
An i cant beat him i do around 7000 each union turn still cant win

Battle rank shows temporarily in the top right of the screen when you win a battle.
You may want to use 4 unions from now on, I believe it's the best setup for majority of enemies, make sure you have a healer or 2 and someone capable of reviving in each union and always use attack whilst healing commands or if you're in a real shit make sure you only attack whilst healing with 1 union if possible, make all other unions heal and standby.
That's a basic setup I use to make every boss easy.

Key to this fight is keeping everyone alive, if anyone dies then revive them asap, if anyone gets enthralled then do whatever you can to kill and revive them otherwise shit quickly hits the fan.
