I once read a fanfiction on a scenario for how Batman's Innocence was proven. Gordon said he'd have no part in bringing Batman in. While Reeves and the Cops we're trying to catch Batman, Gordon was out trying to prove it wasn't Batman that killed those thugs. He secretly video taped the rooftop fight beween Batman and the Phantasm, then showed it at a press conference the day after the World's Fair explosions.

@135Emmy Oh, I just recalled something: Joker ends up recording a video feed of the Phantasm when she goes to murder Salvatore and tells her that her name will be all over Gotham before trying to blow her up with a bomb.

2. Because she was a killer. She knew he'd never be able to look past that and have a relationship with her.

3. I think they did some behind the scenes work to get him into his position.
