wait up, how can you tell he is drunk? So he gave sunflower seeds to Medvedev (vice-head guy of Parliment) and offered them to Putin who didn't feel like eating any sunflower seeds. How is Yanukovich drunk?

Well, I am guessing. I don't think that a sober, mentally fit person would eat sunflower seeds/candies/whatever it is and offer some to the heads of Russian government. It was a serious event, by the way, which Janukovich turned to a circus.
