Cobra Commander gets word of what Firefly retrieved from the Arctic. He immediately goes to the lab of the evil Dr. Mindbender to examine the contents of the pink brief case...a hand written letter from Duke to Scarlett.
After reading the letter, the Commander begins to formulate a plan to use against his enemy G. I. Joe. The first phase involves some instructions to one of his mercenaries, Major Bludd.

Director Commentary:
The first time we really see Cobra. The Commander is relaxing, watching Planet of the Apes on Cobra Network Television. Why Planet of the Apes? Cause I love that movie.
The hallways and the elevator of the Terror Drome as well as Mindebender's lab are the first sets I built entirely. Everything is either poster board or cardboard covered in paper.
This is also the first glimpse of the Cobra propaganda posters that will appear throughout the movie.
