why does he never do a full song? just the intro or something...

Green Day doesn't use drop down D tuning ^^ you can play A, G, F#, E (as power chords) but they usually tune it down a half step so it's easier to drop the E to D as to tune the whole guitar down :D but we're cool we sing the song a half step higher :D
