This week's budget committed an extra $7.3 billion for health over the next five years. That leaves two big-ticket items that haven't been funded: a universal dental scheme and a significant boost for mental health. Health Minister Nicola Roxon says the government isn't funding a dental scheme because at $4 billion per year, it simply isn't 'financially possible'. The prospects for mental health are less clear.
