There is corruption in any major human program. That doesn't make them all worth scrapping. District 5 would dry up and blow away without Federal support for education (workforce training, Pell grants, etc) , military bases, and it's hospitals.

So he quotes "Slick Willie" Horton. To explain that there is alot of corruption in Medicare Medicade.. Even though Willie Horton admitted in his memoir's that he did not actually say that.
I wonder if that is why John wanted to be head of the Congressional Budget Committee? Cause thats where the money is....
