Not sure where your 3k from, figures I know show 790 soldiers. Additionally, Spain has refused leadership of ISAF three times now.
The attack on Spanish trains in Madrid were horrific (Beslan was worse and is in Europe btw). However the attack also proved a victory to al Queda as it regretably changed diplomatic direction of the Spanish governement and Military.

The Spanish people's reaction that day was caused by an unfortunate political position of the lefties about the presence of our army in Iraq. That political group (the Spanish left), is fan and conciliatory with the President Obama. I do not think that the Spanish people proved on that day that they will bow to the forces of Islamic Fascism. In fact a huge number of Americans also want their troops back home.
