the project is cancelled, someone might buy the land, but if they build anything there it won't be the spire but a smaller highrise.

It may be revived everyone! The AIA is doing something where they will vote on projects that are stalled or dead (if the land isn't already bought by someone else) projects to fund and hopefully get built.
