actyally bruce's father did try to fix the economy in Gotham using wayne enterprise funds.... it nearly bankrupted the company. problems like poverty and crime cannot simply be fixed by throwing money at it lol

@WCEForeverman The charitable foundations were most likely the Thomas and Martha Wayne Foundation. Bruce Wayne would see no money from the profits these stocks earn, all the money would go to the charity, however, because he runs the two charities the board votes would belong to him. Secondly, there is nothing wrong with using a trust to purchase stock, it is a common practice.
