Plus this way they can ticket the car and tow it at the same time. If they had to do both actions separately, the owner might come back and drive off before they can get the car. City needs money. I'll tell you though, on Sat. nights, go to the impound later that night, around 3 AM, full of hot chicks straight out of the club. Best pick up scene in NY.
