The federal government is complicit. If they don't find guilt among Bernie's sons, Andrew and Mark, Peter himself, as well as Peter's daughter, Shana, this is and will continue to be simply all a joke. Shana is married to one of the SEC watchdog regulators--talk about conflict of interest. These people KNEW what was going on. Their jobs, especially Mark's, Andrew's and Peter's, REQUIRE awareness of the trades (which we now know were never made).
