Oswald Chesterfield Cobblepot, AKA -- Penguin, is continuing his shady business dealing within Arkham City, bringing chaos and corruption to the dark alleys and foreboding corridors of the sprawling cityscape. The foul fiend brings his criminal and financial genius, hand-to-hand expertise, treacherous toys and his feathered friends into the walled streets of Arkham City, with the sole aspiration of ridding the world of the Dark Knight.

penguin is one of the best villians shame was he so weak here it was a dissapointment he was one of the few villians who could match up with joker and his desing wasnt that good in this game

I definitely like how dark they went with Penguin: the whole bottle shoved in his eye which can't ever be removed surgically... tbh I didn't see the difference at first...mind you I am short sighted and have lost my glasses recently...maybe a bottle eye would do me good too?
