He's talking about the danger of military despots, with their intensely loyal private armies and their caches of potent weapons, NOT OBAMA FOR FUCKS SAKE, you ingrates! He's simply stating the facts, so as to bring them to the forefront of people's minds, to be sure they aren't overlooked! In fact, it's all layed out really clearly in his speech as it is.

He's simply speaking the truth. He's stating that the majority of people at least know what is going on now, in a way that they never have before, and this knowledge is "creating a worldwide surge in the quest for personal dignity and cultural respect", but that that new enlightenment is clashing with martial capabilities never before seen, in such a way that it is becoming harder and harder to manipulate people and control them than it is to kill them by the millions, make an example.
