The longer people must wait to cross the street the more likely they will decide to cross against the signal. Safe Routes to School Guide, p. 3-61. Sure enough, the 1 min:21 sec. after the walk button was pressed for Lindell traffic to be stopped for the Des Peres green & walk signal was much too long for the jogger, or most people.
Lindell is 50 ft. wide, and the 14 sec. walk signal is too short. Healthy adults walk at 4ft./sec. require a 15 sec. minimum. Children/seniors walk at about 3ft./sec, require a 17 sec. minimum. Since Lindell at Des Peres has a continuous green, except when the walk button is pressed, or a Des Peres vehicle is detected, there should be no problem with a 21 second walk signal.
