Why is the Obama Administration Adding Fuel to the Prison Industrial Complex?

President Obama has given the prison industrial complex a bigger budget increase than any other federal agency. Why is that?

What would happen to this prison complex if we stop committing crimes...???..This system has been in place for over 500 years....correction ...over 5000 years ..So one man is not going to change that...We have to stop committing crimes...it's that simple...But damn.....giving the prison complex more money is crazy ....
