This could have been much worse! Glad it loks like no one got hurt, really though this could have been prevented

I heard the story went like this... The workers thought the semi was fouling the track.they determined that is wasn't. (It lost air and is stuck there with locked up brakes) So, they knew a train was coming. They called the train up before it came, to assure the ok, that that semi wasn't fouling the tracks. the guy in the speedswing forgot a train was coming so he was going to try to push the semi back, of course he didn't have the sightlines to check for trains. Luckily he didn't die.

Doesn't look like there was track work going on. He was in a lot and got too close to a rails. Probably no Track Occupancy Permit was issued therefore no info for the crew in their TGBO and probably no speed restriction either. "Anytime is train time" as they say...

well being a former CN employee those speedswings are really noisy machines , the operator probably did not hear the train till it was to late! he should not have been close to the tracks at all without proper protection rule 42 or t.o.p (train order protection)rules are in play for reason!!
