There is no point comparing the powers and abilities between these two universes because characters from Dragon Ball Z have the power to destroy planets on a whim. It is not a testament to who would win in a fight, it's a completely unfair comparison. The only character who could destroy a planet in the One Piece series was Whitebeard. If they were matched more evenly in terms of raw power, it would be a very interesting fight.
