it does help your education the school earns more money off the stadium then the dome they get better recruits which makes the team better wining them more games

The plans for the stadium were done long before the hiring freeze. There probably wasn't even a way to transfer funds for the stadium and use them for staff and faculty. Even in the event that there was, how good would a half built stadium look? There would be more anger about the unbuilt stadium than any hiring freeze.
