That's exactly why she didn't return for any sequel. The actions/personality of Clarice was drastically modified and Jodie refused to play her again stating the integrity of the character had been overly compromised. Clarice was nothing like her strong willed, independent woman from the first movie.

@bowler8 Dunno. In a way I'm glad she didn't, because I felt that Clarice seemed way different in Hannibal than in Silence (the character, not just the actress), and it would have thrown me off even more if it was the same actress playing the same character but acting like a different character, if that makes any sense. 'Course, I haven't watched in a while.
