It's not Chuck and Sue's fault, and it's not Leno's fault (though he didn't help). The problem is bad management at WNBC, period. They've spent 15 to 20 years slowly taking away every last piece of the newsroom's staff and format and replaced it all with cheap gimmicks. The results are as expected, to everyone except the pinheads at 4.

They don't even have their own copter any more!
