That stuff used to happen a lot during the Cold War. There are several famous pictures of US ships in international waters with Soviet airplanes and helicopters in the vicinity. Unless that commit a direct act of provocation against the US vessels, there' s not much we can do about it.

Technically "American waters" so going within that is like having a foreign military jet within 25 miles of the US coast. im suprised that the carrier didnt start firing the AA guns on the port and stern and maybe even launch SAM's. im pretty sure they launched alert aircraft though
