The fried rice is more of a symbolic thing that you only understand if you've paid close attention to the rest of the series. Kotetsu loves fried rice, and so Barnaby learned and practiced making fried rice, but he never got the chance to let Kotetsu taste it. Since it's well tied into series, it brings back memories of how close the two are, and that's what makes the viewers cry.
As for the eyelashes, that's just Kotetsu being Kotetsu, which brings tears since he "dies" the same way he lives.

Man... this is really sad, but still humorus. That's Tiger's personality right there, making his 'death' something to be able to laugh at.

I know this is a serious scene but....... am I the only one who laughed when Barnaby mentioned learning how to cook fried rice?? O.o

I loved this scene! And actually I don't understand. Why is it funny...? O3o Am I stupid or something? Well, I'm Pole. And in polish it doesn't sound funny at all. It was very beautiful line to me~
And yeah, I was like "kyaaaa~ <3" all those 2 mins. What an idiot fangirl I am...

@BakaPomponOneesan we people who had the English subtitles and speak English most of the time find it funny because it went from "Kotetsu, don't die!" to "YOU HAVE TO LIVE BECAUSE YOU NEED TO TASTE MY FRIED RICE!" which sounds rather irrelevant... at least, in English.
I highly doubt that helped you understand but.. there ya go. XD
