They're not trying to put the fire out with water but merely trying to keep the surrounding equipment cool to help prevent the fire from spreading.

Oil is lighter than water, it'll stay on top of any water you spray. Secondly- water will turn into steam the water will vaporate and trow burning stains of petrol around just as with fat fires. But water is great for cooling purposes. And an open tank of burning petrol might be put out (depending on size) using a good fog nozzle such as the TFT FO7 on widest fog setting. But foam is the real one to use.
They were not trying to directly extinguish, but rather using for cooling purposes.

You may be getting mixed up with magnesium. When a large amount of that burns, hosing water onto it makes a lot of steam. The steam which is way over 100 degrees celcius reacts with the magnesium.
Hydrocarbons such as those found n oil do not react with water as far as I can tell you.

i thought you werent supposed to put water onto burning oil cause something about the O2 in water feeding the fire?
