Let's keep Gill and the Illuminati in perspective here. These are people who kidnapped two kids, Necro and Effie, and performed painful genetic experiments on them against their will in their pursuit of the ultimate fighting life form, Twelve. Gill approved everything while Urien supervised. I'd hardly call his true intentions worth his harsh methods. Necro doesn't join them in paradise; he's just a failed discarded experiment and victim.
Oh, and Gill stole Dudley's car.
