Not a bad idea and I applaud your creativity, however when the lock is not engaged it is sticking out the side of the bike too far. Since I have been in Europe I have seen a lot of bikes. Almost all the bikes here have a built in key lock on the back wheel. It's a caliper just like the rear brakes, but it goes through the hub just like your device. It's manual, but it could possibly be automated with a system like yours.
