@KungFriedChicken NASA gets it's funding from the Congress from year to year. No space station was paid for in advance. USA PLANNED to build a larger station, but when USSR collapsed, it was deamed unnecessary. So, the Congress and NASA settled for a smaller, cheaper International station, partly to involve the Russian specialists, so they wouldn't turn to "unfriendly" powers. A lot of money was "wasted" on the X-33, X-34 and X-37 that should replace the Shuttle, and the X-38 "space-lifeboat".
