In April 2008, Rey Gagarin told KUAM that an off-duty officer came to his residence and began assaulting him. During that interview he said, "I was told I was being in wrong place at the wrong time - I'm not at the wrong place! I'm at the right place at my home. It's my home. But when they approach me, off-duty officer tell the officer on duty that 'he's the one pare', and then he grab my hand and started beating up on me." Gagarin was later released after police realized they had nabbed the wrong individual.

Police Chief Paul Suba understands the allegations against his officers for multiple assault charges have marred the department's image. Additionally, he confirms that other officers from other areas of the department are augmenting the Dededo Precinct as the officers have been placed on administrative leave...with pay. "As long as there are other communities and police officers and enforcement," said Suba, "there's always going to be allegations of misconduct and because of authority.

  • It was like that when I was there in 72-73. I had my motorcycle stolen from the Community College one night, the thief cut through a link chain like butter. Two other guys I knew said they saw cops there with the truck that hauled my bike off. I hated that F'ing place, not because of the good people but the crooks that run the island from the police force and government.

  • They will get off. Maybe one or two will "burn" for the sake of the rest. With a heavy suspended probation sentence of course. I was arreseted 3 years ago with a Micronesian Islander. He says Im lucky because Im white. The lady who took my fingerprints said 'You're a disgrace to our freedom!' It was a reckless driving ticket...

  • Disgusting, these Guam Police officer's are known throughout Micronesia that they are Racist...I've lived their in 70's and know people from my island that have been murderd their. A lot/ of cover up and neopotism. Stop the hate people you living on an island that belongs to Micronesia go back to wher u all came from.

  • officers need more training to serve to protect the community with integrity like those in Kosrae Island. Kosraean officers can't speak english but they understood the concept of their duties.
