"It is the velocity of new firms, that are created by indigenous entrepreneurs, that is the critical determinant of a nation-state's expansion; as measured by GDP. And the critical issue about how it induces these entrepreneurs is in fact quite idiosyncratic from place to place. But there are general rules about how it's done. And I would suggest that the most important thing is to induce out of that population, people who are interested in seeing their own career(s) in different perspectives. That is to say, to see what they know in their own human capital deposit; in light of its possibility as a generator of new business. "
