This is a promotional video in Japan for Dragon Ball Final Bout.
Final Bout was shown off by Bandai at V-Jump 1996, a video game/anime/manga convention in Japan. The game was released for the original Playstation in Japan in August of 1997 and then later that year in Europe and America. In America, the game's name was changed to Dragon Ball GT Final Bout.
This game was a novelty as it was the first Dragon Ball game to feature 3D polygon models. It also had a nice intro. Otherwise, it sucked. Especially considering the fact that games like Tekken, Tobal #1, Battle Arena Toshinden, and Virtua Fighter were all 3D games that predated this one.
YES I REALIZE THE VIDEO QUALITY SUCKS HERE. The VHS tape this footage was released on had a very limited release in Japan, sent only to prize winners who attended the convention. Then several copies of copies of this tape were made. Then, it was subtitled using the cheapest video editing equipment you could buy in the early 90's. This video equipment would fall straight on its face if the source you were using was anything less then stellar. But still, the video was still subtitled, just for fun.
I could have added digital subtitles and tried to perform some video voodoo magic to try to improve the quality but seriously, this video isn't that exciting. Just a fun little video where you get to watch a guy dressed up in a Buu costume who has no idea if his character will appear in the game.

FUNFACT: The Chrono Trigger OVA you may have seen passed around here on youtube was produced for the very same convention. It was located on the very end of this tape.
I remember how excited I was when this game finally got re-released in 2004 (I was 13, parents refused to buy a PS2)
...then I played it. What a piece of garbage this was. Still nostalgic to me regardless.

@FargoJ02 Yeah they must have had a low budget for some reason because Bandai's other two 3D games: Tail Concerto (which came out before this) and Dr Slump (another Toriyama creation that came out slightly after this) both had better graphics and animation.

Dragon Ball GT contains ground and air battles faithful to the original comic, fast and furious martial arts mayhem as well and by combining arts, you can make your own original Meteor Flash. You can enjoy each attack you make from the best angle. Mr Suzuki and Mr. Watanabe wanted to say a word in the end. "Well.... I did work harder than usual. So, I think I can make something much better. Since everyone is helping us like this I'll make a software that meets everyone's expectation. Thank You

By today's standards, those 3D graphics may seem very raw and primitive, but back in the day they were the shit! too bad the gameplay kinda sucked, tho.

HEll yeahh.. Eventhough I heated that game, and I always was imagining better things, I always played it!... maybe because it is Dragon bALL! By the way you know how can i get the msic of the game???! DAMN IT IS THE FIRST TIME I HEAR IT ON ENGLISH ( I played on JApanesse)
