Http://captivedaughters.org presents Country Reports -- a brief look at some of the worst offending human sex trafficking countries. Today we are focusing on Italy.
Italy is what is known as a Destination and Transit Country. What this means is that women and girls are brought into Italy for the purposes of sexual exploitation either within Italy's borders or to be moved to another country where they will be forced to work as prostitutes. Italy is ranked as Tier 1, the highest level of compliance with sex trafficking laws, by the annual Trafficking in Persons Report prepared by the US State Department. Although the country is top-rated, Italy still has much work to do in the prevention of sex trafficking. Because the country has been cracking down on traffickers this has only made the traffickers more stealthy and harder to pursue. Traffickers continued to move victims more frequently within Italy, often keeping victims in major cities for only a few months at a time, in an attempt to evade police detection. NGOs and independent experts report that trafficking has shifted into more private, hidden sectors, causing the identification of trafficking victims to become more difficult and complex.There is also the problem of Italians engaging in sex trafficking violations outside of Italy. In November 2008, the government launched a program to fight child sex tourism that included outreach to tour operators and travel agencies. : Italy has a paradoxical history when it comes to sex trafficking and prostitution. Although very influenced by the Catholic church's presence there, and generally conservative when it comes to sex in movies and books, prostitution is legal in the country, however organized brothels are not legal. The fact that it is legal to exchange money for sex, but not legal to run an actual brothel in which to conduct this business means that prostitution is kept under wraps, and so to are sex trafficking victims.
Italy is attempting to better identify victims of trafficking and their abusers and to prosecute the traffickers accordingly. We recommend that they address the problem of demand for prostitution, as well, if they hope to eventually eradicate the problem of sex trafficking within their borders.
