Yes, that is because people in the South actually know how to wait for a train. People in the north are crazy, even the back roads which are barely used have gates and lights.

Signals change as trains occupy blocks nearer them. That's so opposing trains know well in advance that something is occupying a block further up the line. If they did not change colors, there would be a VERY HIGH chance of a head on collision.
