Actually in the movie they used it because they said that the Americans don't know much about the Albanians, and they use the excuse that they haven't done much for them therefore they're an enemy not an ally and they say because of that the Albanians seem stand offish and like they have something to hide. It was nothing actually against Albania they were just making a point about the viewpoints of government and Americans
