This is the theme from the first James Bond movie Ian Flemings "Dr.No" The music was written by Monty Norman and the music was orchestrated by John Barry.
Burt Rhodes, a jazz musician and composer, collaborated with Monty Norman to orchestrate some of the music within the film. The theme tune is just a Monty Norman and John Barry collaboration. Unfortunately the theme tune composer / orchestrator is uncredited on the opening credits. On my DVD the closing credits cut off after the cast list. I presume they would be credited on the closing credits.

It states quite clearly on the opening credits that the music was orchestrtaed by Burt Rhodes.
