the smart thing to do with nidoking if you're playing leaf green, is to just catch nidoran female and trade it for nidoran male in the underground passage. that way nidroran levels up much faster. at this point in the game mine is already level 45 and very useful against sabrina

2 Levels already? My Oshawott went up 2 levels on my first battle against Bianca in B&W. All I did was Tackle.

The reason why you're under-leveled is because you don't use the rare candies. It's not a cheat or anything. It just boosts your level, you know.
