Crazy Downstairs Neighbor Shoveling Water

My downstairs neighbor is insane. He was shoveling the water from the entrance to our driveway into the street. He didn't realize that the water was pooled there for a reason, and that it would fill up again in 30 minutes. He was also using a BROKEN SHOVEL
