i'm sure when you're calculating the centre, y--7 is infact y+7? So why does it remain the same here?

It would have been better if you would have put the circle in the 4th quadrant since the center is (+,-). It is a little misleading that way.

I'm guessing you are referring the the diagram that was drawn above the equation. That was not intended to be the graph of the circle of which I was finding the center and radius, but rather a general picture of any circle with radius r, and center (h,k). But thank you for your feedback.
