Hiza Guruma(knee Wheel) is done like this shows pretty much with blocking right under the patella and then wheeling over with a lifting pulling motion, little more pulling than lifting.

Nevertheless as long as the fore leg is blocked it is Sasai Tsurikomi Ashi, while blocking the bach leg makes it a Hiza Guruma.

This is Hiza Guruma. Sasae Tsurkomi Ashi is done by blocking the ankle, lifting pulling. The movement to accomplish this is first stepping to the side with the right foot and then rotating over the blocked ankle. The opening is when Uke steps inccorrectly.
