In the US how many Puerto Ricans don't speak English? Very few, since they're citizens and have equal right to jobs and thus are not forced to find work in predominantly immigrant workplaces. If an adult American were to go to China would s/he learn the language?
With Sarkozy's new bill if you don't speak french you are an "illegal". This is the ying-yang of corporate imperialism: not only get the resources by chasing people off their land in the 3rd world we also get "cheap labor" that way and then get to use them as scapegoat in domestic politics. What's not yet true about these countries is the brutal targeting, detention and occasional torture of these people as you see in the US. The US is the leading jailer in the world and building concentration camps for "illegals" as we speak.

What was that audience member's point? That because every nation-state has exclusionary laws they become universally justified? Since when does morality base itself on the question of legality (e.g. Jim Crow)? The subject at hand is the evolution of exclusionary law in the U.S., which Chomsky has done a good job of describing.
