Actually, Ayatollah Khamenei is accepted by Ayatollah Sistani as a Mujtahid. In many cases regarding political issues, Sistani advises Shia' to follow Khamenei. He has not introduced anything, and many Grand Ayatollah accept Wilayat Al-Faqih, such as Grand Ayatollah Lankarani.
