The presidential convoy of the Philippine president is based on the security detail of the Secret Service Presidential Motorcade with numerous armored SUVs, a tactical van, Bomb Squad and also Paramedics. It's part of preventive measures that if the convoy is nowhere near a hospital, immediate treatment can be given by the ambulance at a secure location. That's the plan though, it has been in action ever since.

@basiljun808 Speed is one of the factor they have to consider when transporting VIPs. The faster and mobile you are, the lesser that stationary attacks can happen. That's why it's ridiculous that PNoy now doesn't want to use sirens, it just increases the risks of him getting shot when they're stopping at traffic lights.
