RUDY GIULIANI: Let me answer the question of what you look for in a vice-president first because I think this is important. I think, uh, and again without any presumption that Im gonna be the nominee because I, I, Im not, Im just saying this as a general rule. I think nowadays in picking a vice president, you have to pick somebody whos ready and able to serve as president on a moments notice because we never know whats going to happen. Thats always been true, we just know that now better. That you-, you dont know whats gonna happen. And a vice president has to be a partner in the administration, vice president has to know everything thats going on just in case a vice president has to step in at a moments notice. On the morning of September 11th 2001, I was waiting for a phone call from Vice President Cheney when the first of the two towers came down. And the phone call was interrupted by the building coming down and hitting the building we were in. And I had just been told they were evacuating, or they were doing something at the White House, it sounded like they were evacuating it. And when I heard that Vice President Cheney was going to call me back , and I was waiting on the line with the White House secretary for him, I had a sense that he knew what he was doing. Well, who knows whats going to happen over the next four to eight years? So you need a vice president that is able to function at a moments notice.
