Quran is written and compiled by arab writers, it is not revealed. I am amazed in last 2000 years there are floods of messengers to earth. YUSUFALI: O Prophet! Tell thy wives and daughters, and the believing women, that they should cast their outer garments over their persons (when abroad): that is most convenient, that they should be known (as such) and not molested. And Allah is Oft-Forgiving, Most Merciful.

Where does it say men and women in that sura?

So the reason women cover up is so they will not be MOLESTED.
