Actually, there is very little real "effort" expended on the infinite war. The whole concept of the game is that a single, piloted commander would warp onto a planet then gather all resources on site. Since all units are controlled by AI, the only effort coming from the colonized planets is the training of Commanders and research. Arguably, the war would give rulers much better control of the population, as well as spurring on science and technology.

It's awesome how games use what sounds like thousands of musicians in their epic songs/soundtracks. I can almost see a stadium filled with musicians playing songs like this. Destroying the universe through an overdose of awesome.
