In the other sonic games you collect chaos emeralds, but sonic CD has time stones instead. They might look similar but they're two different things.

In order for Tails to be in the opening Movie, Toei would of had to drag out there old cells for the intro, providing they haven't destroyed them, and draw all the pictures of tails to put into it.
