Yet another example of how to fix another model's materials. This one involves copying the paintable areas from the Layer Mask to the Main material layer, then changing the Black material covering the paintable items to white.
The original way this is done must work in the TF2 Game, The black on the masking layer stops paint from being applied to the non-paintable areas of the material and the paintable area of the Mask accepts the paint from the can. That doesn't work for SFM. It appears that the paint is actually applied to the main layer (truth be known, I don't really know.) This method is what I have found to work and until the engine changes and it doesn't work anymore, I'll continue to use it.
